New Delhi, 06 August 2026: The Appointments Committee of the Cabinet (ACC) has approved the following appointments and extensions for filling up of various Foreign and Captive Posts of the Government of India at the Deputy Secretary, Director, Joint Secretary Level:
(1) Appointment of Shri Baldeo Purushartha, lAS (PB:2002), Joint Secretary, Department of Economic Affairs to the post of Senior Adviser to the Executive Director, Asian Development Bank, Manila, Philippines [a Joint Secretary level Captive Post of Govt. of India] on deputation basis under Department of Economic Affairs vice Shri Ponnuraj V., lAS (KN:2000), for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his central deputation as Joint Secretary, Department of Economic Affairs under the Central Staffing Scheme;
(2) Appointment of Shri Rahul Jain, lAS (MP:2005), Joint Secretary, Ministry of Corporate Affairs to the post of Senior Adviser to the Executive Director (India), International Monetary Fund (IMF), Washington DC, USA [a Joint Secretary level Captive post of Government of India] on deputation basis under Department of Economic Affairs vice Shri Anand Singh, lAS (KL:2000), for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his central deputation as Joint Secretary, Ministry of Corporate Affairs under the Central Staffing Scheme;
(3) Appointment of Shri Brij Mohan Mishra, lAS (AGMUT:2008), Joint Secretary, Ministry of Commerce and Industry to the post of Minister (Economic and Commercial), Embassy of India, Tokyo [a Joint Secretary level Foreign Post of Government of India], on deputation basis under Department of Economic Affairs vice Ms. Debjani Chakrabarti, lAS (OD:2002), on completion of her approved tenure to this post on 28.04.2027, for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his central deputation as Joint Secretary, Ministry of Commerce and Industry under the Central Staffing Scheme;
(4) Appointment of Shri Balamurugan D., lAS (BH:2005), Joint Secretary, Ministry of Corporate Affairs to the post of Minister (Agriculture), Embassy of India, Rome [a Joint Secretary Level Foreign Post of Govt. of India] on deputation basis under Department of Agriculture and Farmers Welfare vice Shri Jujjavarapu Balaji, lAS (AM:2001), on completion of his approved tenure to this post on 29.12.2026, for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his central deputation as Joint Secretary, Ministry of Corporate Affairs under the Central Staffing Scheme;
(5) Appointment of Shri Satyajit Mohanty, IRS (C&IT:1999), Joint Secretary, Ministry of Defence to the post of Representative of India in the Council of International Civil Aviation Organization (ICAO), Montreal, Canada (a Joint Secretary Level Captive Post of the Government of India) on deputation basis under Ministry of Civil Aviation vice Shri Angshumali Rastogi, IRSME (1995), on completion of his approved tenure to this post on 04.09.2026, for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his Central Deputation as Joint Secretary, Ministry of Defence under the Central Staffing Scheme;
(6) Extension in tenure of foreign deputation of Shri Hemang Jani as Senior Adviser to the Executive Director, World Bank, Washington D.C., USA [a Joint Secretary Level Captive post of Govt. of India] for a further period of two (02) years beyond 16.07.2027 (i.e. up to 16.07.2029) or until assumption of charge of this post by his successor or until further orders, whichever is earlier.
(7) Appointment of Shri Kapil Patidar, IES (2011), Director, Department of Economic Affairs to the post of Adviser to the Executive Director (India), International Monetary Fund (IMF), Washington DC, USA (a Director Level Captive Post of Govt. of India) on deputation basis under Department of Economic Affairs, for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his Central Deputation as Director, Department of Economic Affairs under the Central Staffing Scheme;
(8) Appointment of Shri Gopalakrishnan Ganesan, IRAS (2009), Director, Ministry of Steel to the post of Counsellor (Economic), Economic Wing, Embassy of India (EoI), Washington D.C., USA [a Director Level Foreign Post of Government of India] on deputation basis under Department of Economic Affairs vice Shri Vivek Chaudhary, (IES:201 1), on completion of his approved tenure to this post on 15.08.2026, for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his Central Deputation as Director, Ministry of Steel under the Central Staffing Scheme;
(9) Appointment of Shri Aditya Rajendra Bhojgadhiya, IA&AS (2013), Joint Director, National Testing Agency under Department of Higher Education to the post of First Secretary, Permanent Mission of India (PMI), World Trade Organization (WTO), Geneva [a Deputy Secretary Level Foreign Post of Government of India] on deputation basis under the Department of Commerce vice Shri Ashish Chandolkar, on completion of his approved tenure to this post on 02.09.2026, for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his Central Deputation as Joint Director, National Testing Agency under the Central Staffing Scheme;
(10) Appointment of Ms. Jivisha Joshi Gangopadhyay, IRTS (2013), Deputy Secretary, DPIIT, Ministry of Commerce and Industry to the post of First Secretary (Legal), Permanent Mission of India (PMI), World Trade Organization (WTO), Geneva [a Deputy Secretary Level Foreign Post of Govt. of India] on deputation basis under Department of Commerce vice Ms. Nidhi Srivastava, lAS (AGMUT:2010), on completion of her approved tenure to this post on 28.09.2026, for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of her Central Deputation as Deputy Secretary, DPIIT, Ministry of Commerce and Industry under the Central Staffing Scheme;
(11) Appointment of Shri Subhash Kumar, IDAS (2011), Director, Ministry of Defence to the post of Director, SAARC Secretariat, Kathmandu, Nepal [a Director Level Captive Post of Govt. of India] on deputation basis under the Ministry of External Affairs (MEA) vice Shri Bhavesh R. Trivedi, Indian Telecom Service (ITeS:2000), on completion of his approved tenure to this post on 20.11.2026, for a period of three years from the date of assumption of charge of the post or until further orders, whichever is earlier, by curtailing the tenure of his Central Deputation as Director, Ministry of Defence under the Central Staffing Scheme;
